CPT vs OPT in 2026: The difference, and what the new oversight means for your post-study work plan

CPT and OPT sound similar but follow different rules, and in 2026 both have been in the news. Here is how each works, what has changed this year, and how to plan without guessing.
Practical training is a common source of worry for international master's students in the US. CPT and OPT sound similar, they follow different rules, and in 2026 both have been in the news. This guide explains how each works, what has changed this year, and how to plan without guessing.
What is the difference between CPT and OPT?
Both let F-1 students gain work experience related to their field of study. The Student and Exchange Visitor Program (SEVP) describes the main differences as follows.
Curricular practical training (CPT)
Link to your course: The training must relate directly to your major and be an integral part of your school's established curriculum.
Who authorises it: Your designated school official (DSO) authorises CPT in SEVIS, and the authorisation prints on your Form I-20.
Employer and dates: Authorisation is for one specific employer and a specific period.
Timing: It occurs before your programme end date, and you must have the position lined up and the CPT authorised before you start work.
Hours: Full-time CPT means more than 20 hours per week and part-time means 20 or fewer.
Optional practical training (OPT)
Who authorises it: Your DSO recommends OPT in SEVIS, but US Citizenship and Immigration Services (USCIS) approves it and issues an Employment Authorization Document.
Employer: You can work for any employer, as long as the work is related to your field of study.
Timing: It can happen before or after your programme end date.
Length: According to the SEVP guidance on OPT, you can have 12 months of OPT at each higher level of study, and eligible STEM graduates can apply for a 24-month STEM OPT extension.
Rules to watch: Post-completion OPT must be at least 20 hours per week, and you can be unemployed for a total of 90 days before SEVP can terminate your record.
Can I do CPT and OPT in the same programme?
Yes, you can use both, with an important limit. SEVP states that one year of full-time CPT eliminates your eligibility for OPT. Part-time CPT, or CPT from a previous school, may count differently, so ask your DSO before you plan a long stretch of work.
CPT also has an eligibility rule on timing. SEVP says a DSO can authorise it if you have been enrolled full-time for at least a full academic year, with an exception for graduate programmes that require earlier training. That rule is the one behind searches for "Day 1 CPT", and it matters more than usual this year, as the next section explains.
What has changed in 2026?
Three developments are worth knowing. Treat each as a snapshot from 26 October 2026, because all of them are still moving.
1. CPT guidance has narrowed
In August 2026, according to Yale's international office, SEVP sent two Broadcast Messages to schools setting out a narrower reading of CPT eligibility. DSOs may authorise CPT only when the training is required of all students in the degree programme for completion of the degree. Yale says it has processed requests on that basis since 24 August 2026.
On 5 October 2026, a group of higher education associations including NAFSA and the Association of American Universities filed a lawsuit challenging the Broadcast Messages. NAFSA's litigation page says a hearing on a preliminary injunction is set for 6 November 2026. Until that is resolved, whether an elective internship counts for CPT depends on your school's reading of the guidance, so speak to your DSO before accepting any offer.
2. A proposed fee for OPT recommendations
On 8 October 2026, DHS published a proposed rule on OPT fees. The proposal would charge schools USD 70,000 for a student's first OPT recommendation and USD 30,000 for later ones, including the STEM extension. DHS notes schools could pass costs to students or employers. It is only a proposal: public comments are open until 9 November 2026, and a final rule would take effect 60 days after it is published, applying to recommendations dated on or after that date. Current OPT rules and fees remain in effect.
3. The duration of status rule is on hold
DHS published a rule in July 2026 to replace duration of status with fixed admission periods. A federal court postponed it nationwide on 14 September 2026, and it has not taken effect, according to NAFSA. Our separate guide on that rule explains what it would change if it ever does.
You may also see commentary about further OPT reform on the horizon. Beyond the items above, we could not confirm additional changes from official sources, so we have not included them. Check your school's international office for anything newer.
How should I plan my post-study work?
Map your course first: Ask your DSO whether your programme includes a required internship or practicum, and whether it meets your school's reading of CPT.
Protect your OPT: If you plan to use OPT, check how much full-time CPT you can use without affecting it.
Know the OPT paperwork rules: SEVP says you must file Form I-765 within 30 days of your DSO's OPT recommendation.
Start early: Ask your DSO when you can file for post-completion OPT, and build that timeline into your final semester.
Report changes: While on OPT, you must report changes in name, address or employment to your DSO within 10 days.
Stay flexible: With proposals and lawsuits in progress, avoid plans that depend on a single route working exactly as it did last year.
How does this connect to funding your degree?
Post-study work plans and loan repayment are linked. If you borrow for your master's, you want to understand when your income might start and how your monthly payments fit around it. Prodigy Finance has one loan product, with no collateral and no co-signer. It is assessed on your future earning potential, based on your school, programme, and academic and professional background.* Loans go up to USD 220,000* and up to 100% of your cost of attendance, subject to the limits your school sets, and funds are paid directly to your school. There is a USD 500 processing fee*. While you study you make a mandatory USD 100 monthly payment, and full repayments start after graduation. The representative APR is 13.48%* variable and includes interest and mandatory fees, including that monthly payment.
Eligibility by nationality, school and destination varies by intake. You can browse the supported schools, read the United States study destination page, or model your own numbers with the education loan calculator.
